PROVISIONS OF THE LAW ON HIGHER EDUCATION AND SCIENCE
FOR THE ACADEMIC YEAR 2021/2022

Pursuant to the provisions of the Law on Higher Education and Science, foreign students can apply for material assistance from the state budget, i.e. grants for low-income students and student loans, only if they meet the following criteria:
1. they have a permanent residence permit or are long-term residents of the EU,
2. they have a temporary residence permit in connection with the circumstances referred to in art. 159 point 1 or art. 186 section 1 point 3 or 4 of the Act on foreigners,
3. they have been granted refugee status by the Republic of Poland or benefit from temporary protection or subsidiary protection on the territory of the Republic of Poland,
4. they have a certificate confirming their knowledge of Polish as a foreign language at least at C1 language proficiency level,
5. they have a Pole"s Card (Karta Polaka) or a decision confirming that they are of Polish descent,
6. they are a spouse, ascendant or descendant of a Polish citizen living on the territory of the Republic of Poland.

Nonetheless, all foreign students who undertook education in the 2019/2020, 2020/2021 and 2021/2022 academic year are entitled to apply for other material assistance grants, such as:
1. a rector"s scholarship,
2. a maintenance grant for disabled people,
3. a special assistance grant,
4. a minister"s scholarship.

A student in a long-term difficult financial situation may apply for a grant for low-income students, whereas a student who is struggling due to temporary difficult life circumstances may apply for a special assistance grant. A maintenance grant for disabled people can be obtained by a student holding a disability certificate, a disability degree certificate or a certificate referred to in art. 5 and art. 62 of the Act of 27 August 1997 on professional and social rehabilitation and employment of disabled people. A Rector"s scholarship may be awarded to a student who attained outstanding learning outcomes, scientific or artistic achievements, or sports achievements while competing at least at the national level. A rector"s scholarship may be granted to students admitted to the first year of studies in the same year in which they passed their Matura exam, provided that they are: 1) a laureate of an international school olympiad or a laureate or finalist of a Polish central-level school olympiad, as defined in the provisions on the education system; 2) a medallist of at least one sports competition for the title of Polish Champion in a given sport, as referred to in the provisions on sports.

All scholarship applications should be submitted using iSAPS to the Scholarship Committee of the University of the Economy in Bydgoszcz from 20 February to 20 March and from 10 September to 10 October of each academic year.

We are preparing special procedures for granting benefits to our students, allowing us to pay non-refundable benefits.
All students who have found themselves temporarily in a difficult life situation due to an epidemic situation will be able to apply for benefits via e-mail: stypendia@byd.pl.
